I'm buying my first home and I don't want the government to be able to send me surveillance devices.

FYI, tin foil hats are no longer reliable given advances in government surveillance techniques. You now have to cover your entire house in tin foil.

At a local private school who keeps their library open in the summer because of camps and classes.

in the midst of all of this predictable smartassery, I am not sure anyone has actually answered your original question.
the answer is no, it is not mandatory to have a mailbox at your house...you can receive your mail anywhere you want or not at all.
it is however, mandatory that you have an address assigned to your house so that 911, etc can find the place in the event of an emergency.

You are not required to have a mailbox, you may use a PO Box instead if you wish. Keep in mind though that any mail addressed to your house cannot be forwarded to your PO Box and will be returned undeliverable, no mail receptacle. Also UPS cannot deliver packages to a PO Box, uses only physical addresses, and some of their packages are delivered by the USPS...which would return it. Many use PO Boxes for some mail and put a box at home for everything else.
