Nothing. They sued in '83 as well. And... they won't tear the wall down unless there is federal money to do so.

Can a city or municipality even sue a state?

Isn't the state (unless you sue a public figure in individual capacity) immune from suit under sovereign immunity?

I'm confused as to how the wall caused the flooding, not saying it isn't true but can some one help me with an explanation?

Do they mean that the wall kept water from escaping in a certain direction and in turn caused the land in the opposite direction to flood?

Yes the wall def. caused water to not be able to escape.
It didn't cause the flooding, but sure as hell seems to have made it worse in that area

A lot of people agree there was more flooding for some areas due to developments including I-12. I'm from this area and am curious about others' opinions.

Many of them would have had damage either way. It might be too difficult to determine all the people actually affected and their specific awards, based on how much more water they got that was "preventable."

If the cities win, individuals will probably not be awarded anything. The payout to the city could be squandered, or too small to make a difference toward improvements. If they lose, who paid for the court battle among the two governments?
