Couldnt get birth certificate because of some strange fee...

I went to the clerk of court and they could not print my daughters birth certificate. He calls the department of health and they tell them I have money due. Anyone have any clue what in the world it could possibly be. The only dept I have is a house note.

If this is in Louisiana, it's because the state is poor. They're looking for any reason to squeeze any more money they can out of the 45% of the state that actually pays taxes.
