Cleanup crews in 5 o'clock traffic

Greenwell Springs Rd is backed up for miles and miles because some braniac thought it would be smart to do the cleanup on a two lane hwy during 5 o'clock traffic? frick we have some idiots running this shite around here. How about subdivisions at 5 o'clock and busy highways from 9-4?
