It's pretty clear (no pun intended) he was not turning around toward the cops.

Police investigated themselves and found it justified.

A federal judge ruled on Thursday that video footage of a fatal Chicago police shooting of a black teenager in 2013 can be released as protesters renewed criticism of Mayor Rahm Emanuel for the handling of police killings.
Images from neighborhood surveillance cameras showing the killing of Cedrick Chatman, 17, in January 2013 had been sealed under a protective order.
One 10-second segment of video shows two officers chasing Chatman, who then runs around a corner out of sight. It next shows an officer drawing his gun, followed by an image of Chatman on the ground.
Police investigated themselves and found it justified.

How excited are you about this so you can prove a point to anonymous people on the OT?

I guess this is what happens when you let Democrats and public unions rule the roost while boasting the most restrictive gun laws in the country.

About as excited as you are when someone says something remotely critical of Miles.

they must be watching The Shield in lieu of training at the Chicago police academy

Your statement is idiotic. Someone was killed running away from the police with an iphone. Police, of course, felt they were in danger when he was running away. Tragic.

Maybe it was just the way I was raised, but as a teen, I was never in trouble or in the proximity of cops. I didn't act in ways to deem me a threat, so my chance of being killed was zero. I had two parents who made damn sure I was always accounted for. Start pointing fingers at useless parents who don't keep up with these kids. And don't start with me, I grew up in North Baton Rouge in 70805, and my mom was Pres. of St. Vincent de Paul. We visited these people's homes, delivered free food and fixed up their homes. Some were grateful, most were not. Poverty is a blight and epidemic, fueled by the government.

Indeed parents likely bear some blame. But that does not give the police carte blanche to shoot teems who have bad parents. Nor does it allow police to shoot someone who is unarmed, running away at full speed, not even facing the police. Oh, and unarmed.
