I was reviewing the RFP last night......13,500 homes assessed and "repaired" by the end of Sept.
The fee proposals were due today, interviews Friday and selection Saturday. Call center up and running Monday.
That program is scary and procurement running too fast not to be hard wired.
I truly think CB&I is set for it. They managed the Rapid Repair Program in NYC post-Sandy......they are tooled for it.
All that said, the logistics, risks and public sensitivity are a huge risk. Whoever wins it may easily get burned.

It's a program to just get a roof over their head. Tear out the wet materials and establish power to make it inhabitable.....for less than $15k. Then long term repairs later.
It's an interesting and proactive program but rife with risks for the inspection side.

I wonder what Brown and Root will look like in 5 or 10 years. I imagine large and getting larger through acquisition.

Yeah they just finalized the MEI deal which was a great company. Brown and root is nowhere near the shape of shaw not will they be anytime soon. They're buying out legit competitors.

United Companies went under in either 1998 or 1999 if I remember correctly . Wampold built that building in 2001 and 2002 and his office is currently there as well.

No it wasn't. It was built for Mike Wampold specifically to lease to Shaw. An identical building was going to be built behind it for the same reason but then Shaw was bought out and Wampold didn't want to risk the second building.

Yeah, CB&I is the most qualified contractor for the work. They have the most qualified personnel and most program experience. Brown and Root does not have the institutional qualifications. If they win it will be because of corruption and Jim's donations to Gov. Honor Code, which would be ironic.

You baws (2 of yall so far) can downvote my last statement if you want, but it's the truth.
Also, Bernhard fired people on the spot more than a few times for ignorant stuff. The elevator firings happened and when he visited fab shops, it happened there as well.
When it was rainning once at a shop he took someone's umbrella, so he didn't get wet and told the guy you can buy another one, I pay you enough.
His favorite line though was " what do you do for me?"
He would be nice at times, but the dickhead stuff out weighed the good.

Eh.....BR did bring on some Shaw folks that are skilled there and the proposal is heavily fee based. So, if they get aggressive costwise, winning it could have legit merits. Just saying.

65% is based on technical quals and approach. No way they have the technical ability to beat CB&I.

Damn near all of the executives that stood up the rapid repair program in New York are now at B&R. The majority of the technical staff, that worked it, have left for other firms, or are still in New York working Sandy relief projects. I really don't see how CB&I's local management and staff are any more qualified than B&R for this.

Approach could be argumentative.....experience maybe not. Also, I haven't researched the NYC program as they may have bad feedback.
We backed out because it was a scripted RFP and, honestly, you need an army at the gates to pull it off. And, we've worked for decades to have the rep we have with DOTD and the state and even if we would've had a shot, it wasn't worth the risk.
Not discounting you on the hardwire, rather just being Devils advocate.

My only thing is what happens when folks start experiencing injuries from the "repaired" homes and target class action ligation. The word "inspection" brings a massive risk. A half dozen electrocuted family members will wipe out that 6-month $30million fee.
