I know the guy driving the white truck. He's the one who's always out picking up signs in the medians at intersections. He has a legit mental problem and is ocd about those signs. He has been punched in the face several times by people who catch him taking their signs.

Those signs are illegal and considered trash. He can pick them up all he wants.
