Canadian man ticketed for unbuckling his seatbelt to hand money to panhandler

The panhandler was actually an undercover cop posing as a panhandler. The ticket is for $175 and the cop kept the $3.

I can't understand why people jnsist on giving money to bums in the first place. Maybe ticketing them is the only way they'll stop feeding the strays.

It isn't for anybody with reading comprehension. The cop's sign said "Not broke, not hungry, have a great day".
When professional panhandlers move in and continuously screw up the traffic at a major intersection then I'm all for the cops doing exactly this.
