Can Somebody Explain This 'Rape Culture' Phenomenon?

I was reading through an argument on Facebook that stemmed from a woman bitching about somebody making a status that said "Hey baby, this rag smell like chloroform to you?"
And all these women came flooding in the comment section throwing around the rape culture argument.
I'm sorry, have I missed something when it comes to rape? At what point did we stop giving people life in prison or capital punishment for rape? At what point was rape openly done like in middle eastern countries?
You'd think since there is this massive rape culture that I would've been taught about it in school.
Can somebody explain this to me?

i imagine most of them are fat ugly chicks whit ugly colored hair that are just pissy that no guy would ever frick them blackout drunk, let alone sober

The only rape culture we live in is the one that encourages women to yell rape after a night of drunken sex.

I mean, it's just such an easy argument to disprove. Sure ole dude's joke really wasn't that funny. But that doesn't prove that there is a rape culture nor should he not be allowed to say said joke. All you have to do is just go over to a government website on crime and look at the statistics yourself and they'll show you that there isn't a rape culture that is prevalent in 2017 America.

A girl one time was telling people I did this to her and when a buddy told me she was spewing that BS I went the fricke off on her and then she admitted it wasn't rape but she was just upset because I never talked to her after.

I just don't find anything offensive about it. Was it not really funny or in poor taste? Sure. But to say that it's offensive is just wrong.
