can I just get a new license plate, instead of paying NOLA parking tickets?

I owe $320(doable), but rather take the cheaper route. Westwego DMV is quick, but they can be sticklers.
Will it work? Any issues I'm not thinking of?

You mean like turning in the old license plate or lying and reporting it stolen? Enjoy the flag on your license.

Pay what you owe and stop trying to fly under the radar and beat the system.

Numerous people suggested doing exactly that when someone posted about this awhile back.

Of course. Just grab a screwdriver and walk around a parking lot, you can get more than one plate if you want.

What if he just says he wants one of those specialized LSU (or any other such) plates? You wouldn't have to lie or report it stolen then.

Why pay for a new plate?

Just write a new number on some white construction paper and tape it over your old plate.

For Nola? It does seem to. They keep the VIN attached, but I used to always say "new plate, clean slate" and it seems to be true.

Plate doesn't show on the boot list nor does it show owning money.

I may be wrong but I would assume there is a policy to prevent people from tossing out plates with outstanding tickets. I do know for a fact that you are supposed to turn in old plates.
