The victim can request the prosecution to drop charges, but the DA's office is under no obligation to comply (and they mostly won't comply).

The victim, though, can refuse to testify which would make successful prosecution difficult if not impossible in many cases.

A lot of times the officer will sign the charges. If that is the case then the victim cannot drop the charges

But the DA can still bring it to court right?

Depends on the case. If the victim refuses to testify you would need some kind of proof to succeed. Often that would be statements made by the victim that the time and/or photographs. A neighbor may also suffice.

In no uncertain terms, yes. It's been my experience that she usually still needs his check/income to support her lifestyle.

Neighbor got arrested for a domestic. Dude was out of jail and back with the girl in 2-3 days like nothing ever happened. Now they want to get the cop for police brutality.

depends on the state

some are forced to arrest some one, and the decision to prosecute is with the DA.

Others, most drop charges, once the wife won't press charges.

It should also be stated that in this situation, whatever evidence available is important, but also the DA/ADA has a ton of discretion and who that is can change the outcome. Some DAs may not prosecute a case without a complaining party, while others may take a hardline stance on domestic violence.
