Caddo Parish Courthouse Super Duper Pooper Caught on Potato Camera

As you can see, we have a small problem with homeless people in downtown Shreveport. The benches she walks to at the end of the video recently had new arm rails installed to split the bench and keep people from sleeping on them.
This lady took a straight dump on the Caddo Parish courthouse lawn. I'm having trouble understanding why. There is a library adjacent to the courthouse with public restrooms.
