I assume he meant very dark blue like the ocean appears. I also assume he thought the would mean its hard to see from the air.
Also I assume he thinks modern warfare involves eye sight more than it really does when in reality it is mostly radars, lasers, GPS, etc.
Couldn't hurt though, I guess
