Then he's really been run through the butt over the years about the bar fights and sucker punch deal at City Bar.

There are a lot of trash bag contractors that build in the LP/AP area that drive a Cadillac on a Hyundai budget.
Don't ever hire some baw that approaches you after a storm. Do your research, BBB, Angie's List Google Biz ect. I hate how this kind of stuff happens to people who lost everything. There is a special place in hell for these assholes. After Katrina I had some family that lost a bunch of money to cons like this this.
