Are you referring to the apartments on Jefferson between OHH and Essen?
Because the complexes opposite of OHH and on Corporate are fairly nice.

The only apartment complex that I can think of on Jefferson is the one between Capital One and the BREC park. The Jefferson Place apartments on the other side of the street went condo a long time ago.

Not many are owner occupied. A majority of those condos are rented out.
