The records for highest recorded are insane. Everyone responds differently.
The world record that didn't result in death was 0.914. Some Bulgarian pulled it off apparently.
ETA: There seem to be some cases of >1% out there that didn't result in death.

Only raging alcoholics can get that high. I think their liver stops working, but they keep drinking. All of that liquor takes forever to leave. IIRC, they can be at 0.3-0.4 just chilling all day long

Newest report out states that the drunk actually swerved to avoid a vehicle a block earlier and hit a pedestrian there. It was then that he floored it to get away and the melee occurred.

I saw a witness report that he hit a car, then backed up to run, and hit the car again on the way out when he floored it. Then, the SHTF and he started mowing people down
