AZ cop thinks he can arrest dogs?

Some lady calls 911 to complain that a dog in someone's car scared her. The cop comes to check it out (which he should), sees the dog in the car and says the dog is under arrest for being big and vicious. The dog owner bitches him out and he just walks off. 
Fortunately this was being filmed or else he may have opened the car door and then feared for his life - meaning the dog would have been shot and the dog owner would have been arrested for resisting arrest.

Deal with it. God forbid criminals get treated like such, and people breaking the law (here illegally) get arrested.
