It depends. Height is a big factor. If you are 6'5"+ then you would probably look pretty thin if you have a 36" waist. I'm 6'3" and have about a 33" waist, and I am very very thin and not close to being fat. Most people would say that I should gain some weight. Your number is very off.

At a little over 6'2", I go into my "DIET STARTS YESTERDAY" mode as soon as I feel I'm creeping into 38s.

34-36 feels comfortable for me. Anything less than a 34 and I feel a little too thin.

ETA: My closet has pants in sizes 33-38. Most are 34s and 36s. That seems to be where I've been at most of my life.
