Most of these earthquakes are being caused by waste water disposal and not fracking. The amount of fluid injected during fracking operations is typically not enough to trigger seismic activity although I am sure there have been instances where the proximity to a fault line may have caused a small quake. But for the most part this is related to waste water disposal because they are pumping as assload of water in most instances.
