I have a decent sized slash/gouge on the sidewall on one of my tires, anyone ever buy a used tire before?

People sell "used" tires all the time when they put bigger/offroad/etc tires on. So you can get pretty new "used" tires. Just look at them first.

I've bought used off road tires to just use on trails. Never for my everyday car though.

got a deal on some runflats in Monterrey, after driving on a flat for 100 miles on the PCH. Lasted two years. Do you get to see them first, or buying online?

I've purchased used tires several times from southeast tires on airline. I've also purchased them on eBay that ships out of Allentown and had southeast tires mount them. Never had a problem at either place.
Used tires mounted with tax are under $40. They are having a sale on certain sizes for $25, last time I was there which was about a week ago.
