Looting would be much worse if people were completely gone but nobody expected this so virtually everyone is still in their respective areas. The people leaving are being forced out and nobody is going to want what they're leaving behind.
Looters are scum and a nearly vacant town that's basically lawless makes you see how shitty people can be. That kind of situation hasn't and won't happen in this case.
