Another Problem For New BRPD Chief: Their Fleet Is Ancient And Dying

The Advocate
BRPD updated their vehicle graphics right at two years ago. Seeing the number of shitty Impalas driving around BR with the old logo, I can't imagine how many of those are completely ragged out. It's rare to see a new Tahoe or Explorer or even Charger with the new logo.
Mayor Broome: Instead of funneling funds to your cronies, why don't you buy our officers some new vehicles?
quote:'
The average age of the Baton Rouge cop car fleet has more than doubled since 2009 as the flow of new units has slowed. Older vehicles once thought well beyond their useful life have been pressed back into service to keep cops on the road, while retirement dates for other vehicles have been pushed back.
Last August's floods exacerbated the problem, swallowing police vehicles in the rising water and destroying 93 units. But BRPD's vehicles were increasingly dinged-up and worn-down even before the flood, the result of several years of tight budgets that included little money for new autos.
FEMA will pick up the $2.9 million tab to replace the flooded vehicles with fully outfitted new units. But even with that delivery, the fleet overall remains an average of more than two years older than in 2014, in part because many of the flooded cars were among the department's newer purchases.
quote:
In 2013, the department spent $1.8 million on oil changes, new tires, spare parts and other repairs. This year, the department burned through that much in less than six months — with maintenance costs through the end of June topping $2 million — and police officials expect the year-end total to hit $3.5 million.
quote:
As recently as 2010, BRPD reported no vehicles more than six years old. At the beginning of this year? Nearly half — 316 of 640 vehicles — have been in service at least that long. The oldest still on the road are roughly a dozen vehicles acquired back in 2006.
Given the daily strain officers put on vehicles, most police departments try to replace vehicles far sooner. The Houston Police Department, for example, tries to replace all its vehicles after five years.
To hit that goal, BRPD would need to replace more than 400 vehicles, on top of those covered by FEMA. At about $32,000 each — the typical cost in recent years, according to BRPD budget figures — that'd come with a total price tag of nearly $13 million. That's about 15 percent of BRPD's total budget, or roughly the combined cost of running BRPD's Special Operations and Communications divisions last year.
quote:
Just outside the Chippewa Street maintenance garage is a lot filled with wrecked, worn-out and used-up old cop cars, each awaiting auction for scrap or salvage. But the department's vehicle shortage has meant a number of these "deadlined" vehicles have been thrown back into service.
That was the case on June 14, when two Baton Rouge officers — patrolling together in an 11-year-old vehicle — pulled over a car on Acadian Thruway around 11:30 p.m. During a sequence of events that remains under investigation, one of the policemen ended up fatally shooting a passenger in the car, 35-year-old Jordan Frazier.
No video footage of the shooting exists, McKneely said at the time, because the cops' patrol car that night had been stripped of its dashboard camera and other gear when it was retired.

At this point with the mayor and the community. Why would anyone want to work for BRPD.
This administration has ruined the community and any city departments.

Some of it comes from city not trying to replace vehicles. Others they let officers take the vehicles home which mileage adds up fast. Most larger depts require you to drive to your duty location, change into your uniform at that location before your shift meeting, and then get into your assigned vehicle after check in. At your district when you turn in your vehicle it is serviced between your shift. If it needs major work beyond basic oil change, tires, or replacing a battery or wash it goes to the main shop.
The way the districts are spread out, shift rotations do not overlap with 4 instead of 3 shifts keeps a shift on the road while the other is in shift change meeting, and the amount of coverage the officers have in a district seem to make it harder. If I am correct they have time to do paperwork which means they still have to take calls before xyz shift comes on. Means they really are still doing rounds during busy times.
Hey, the metro council wants to annex more land and spread these guys out even further without opening up more districts or recruiting more officers to fill even the presently open positions.

I've seen BRPD cars driving to their home around False River before, and God knows how many take the trip to Walker every day. I support those officers 100%, but you're spot on that those vehicles get some serious miles while off-duty.
BRPD could do a lot if they filled the 50 open positions. There still have to be a good number of people, myself included, who would be officers if they would pay more than $30,000 per year. It's not justifiable to most people. Silky Slim needs to line his pockets though, right, Brooke?
I'm sure they'll be getting plenty of calls to the Siegen marketplace. There's quite a bit of ghetto around there. The sheriff's deputies must be pissed at all the easy overtime that's disappearing.

Let me guess... They are going to need to "find" more from somewhere to address this issue?
What amazing timing with the recent departure of the chief. This article is a primer for the taxpayers to be asked to pay for this problem. They mayor won't get out in front on this because everyone who would actually vote on it hates her. They will use the officers to try and push this one through in this little lull between chiefs.
Vote no!

Meh, I know they have a couple of BRPD officers who live in Erwinville. Haven't seen any that live out as far as False River. The Miles certainly add up, but I'd think the city streets of BR- like Govt street for example- do more damage to the cars than the officers commute home.

I'm sure the mayor and her cronies will be falling all over themselves to get more funding for the cops for whom the administration has already shown so much love and respect.

You are damn right, just as an example: Salamoni. When your own mayor does not have your back, why would you work for that scumbag? Now, I am not saying blindly support the police, but damn man.

Cars will be the least of the worries when ole SWB hires a frick tard of a police chief and all of the good officers bolt.

Brpd also requires a 1,000 man force.
They are well short of that

I think they bought a lot of new Explorer SUVs, but a lot of departments are taking them out of service because of carbon monoxide leaks.
Police pull Fords from service

Some police say their Ford Motor SUV police cars are leaking exhaust fumes into their vehicles, causing officers to suffer from carbon monoxide poisoning.

Can't blame them for living out of the city, but I can understand BRPD not wanting their cars being driven so far.

When asked about this article, the mayor ducked the question & referred the reporter to another in her administration, who was not available for comment.

This. If/when she makes a racially motivated hire, it'll be the nail in the coffin for baton rouge. Ive already wondered how many decent cops are left in BRPD. With that low pay and corrupt politics, theyre already scraping the bottom of the barrel to hire people. All the good ones i know already left.

We all know Broome has not shown very much support for the cops, but the lack of manpower, low pay, and problems with the fleet began under Kip Holden. You can't put it all on Broome.
We hear about this boom in BR, but city services do not reflect this prosperity.

Wasn't there a movement afoot last year to require officers to drive the PV's to their duty stations? I think the argument against that policy was something like, allowing the officers to travel home with their BRPD vehicles is an attractive fringe benefit that offsets the lower median salaries for BRPD officers.

I saw a news story this morning inviting "those interested in working for BRPD" to a website to start the application process.
I can't see how anyone would be excited about doing that.
