Normally the driver shot in the back scenario is either a drug rip / robbery or an attempted carjacking where the driver takes off and the guy standing at the drivers window cranks a shot off as they pull away. If it's front of the hospital, I would bet carjacking over a drug deal given it's a main street. That being said, it's pretty damn bad if people are gettting shot just driving around.
