An illustration of why some kids never have a chance..

and that no government policy or program can fix it.
I coach my boy's pee wee football team. On arrival to the game yesterday, I had to pay for my wife and daughter. This came to $6.
I gave the young black lady in her early 20s a $20. Both her and the girl next to her have boys on the team we were playing.
So, lady takes the $6............starts counting on her fingers. CANNOT FIGURE IT OUT! Eventually, gives me $13 back. NOTE, girl next to her is confused too!
As the first lady gives me the $13, she tells the girl net to her she's not sure and asks does she know. THAT girl breaks out her cell phone and uses the calculator.
Now, I help my 8 year old daughter with 3rd grade stuff all the time and I now know that these two young mom's are literally not qualified to assist their children with 3rd grade homework.
Go ahead. Tell me what government program is going to fix the fact that my children are going to whip their children's asses in life.

They likely can't count but their sons' teams likely beat your boys team.

Sadly you're right. Their kids won't have a chance. The government can give them free food, huge tax "refunds", free college, etc., but those kids will always be behind.
And studies show their kids will likely have children at a young age and continue this cycle. Colleges spend millions on "need based" assistance but somehow the gap just doesn't close. I'm not sure what else can be done. At some point people have to make the choice to better their own lives. Thankfully, there are programs that offer after school homework help to give these kids a chance. Not their fault that they are in this cycle, but sadly their parents will probably raise them with a victim mentality. Poor kids.

Her children will get gov't grants and go to college for free, then be hired by the state for a job that requires no actual work and can never be fired from.

I went to Zoe's the other day and our bill was 17.81 I gave the kid 20.01. He tried to give me 2.18 back.
