Am I sweating the small stuff in this case

I live in a neighborhood off of a busy state hwy in Houma. Yesterday I took a northern route to work instead of my normal southern route on said highway and noticed a parish cop playing crossing guard in front of another neighborhood on the same highway. Now this neighborhood has no more or less traffic to deal with than others and there hasn't been any frequent wrecks but somehow they get a cop to stop traffic every time someone comes out of that neighborhood. Am I being a whiny bitch?

Here are my theories
1) Their HOA pays for it
2) A high up political figure lives in there
3) A high up policeman lives in there
4) Police man simply likes directing traffic at that intersection
5) Police man personally knows you and personally wanted to rustle your jimmies

Maybe so, but the HOA doesn't own the highway so why do they think they should special treatment on it and why would a cop grant them this preferential treatment?

Real answer is this.
They will continue to do what they want right up until there is a rear-end accident caused by this presumably privately paid officer directing traffic. The lawyer that files the suit will point out that DOTD did a study and put appropriate traffic controls in place and that the officer overrode those studied controls for no good reason. Money will be paid and he will quit directing traffic there. I think about this every time I see the Sheriff's Deputy stopping traffic on both sides of Airline Highway so all the church goers can leave faster than the traffic light allows. HUGE liability.
