Before we go too hard on the guy, I'm 99% sure he has some kind of mental disorder/disability.

He testified and showed remorse during his Pre-trial omnibus hearing. He was fully aware of what he did.

He received 30 years. He has to serve 17.5 years before he's eligible for parole.

I'm sure he was/is aware of what he did. But that doesn't mean he is of 100% sound mind and body like a normal person is.

he's been in and out of institutions. He's actually not from Alabama, I'm pretty sure that's where he was last institutionalized.

I'm pretty sure he was not supposed to be driving. Technically he "stole" the car he used when he hit the lawyer. At least that's my understanding of it.

thought the article said he could get out after 36% of sentence due to time served and suspended sentence?
