After pissing, Cesar attempts to turn a trooper into a one-eyed monster

Cesar Martinez, 21, faces a potential three-year sentence if convicted of resisting a police officer with force. Troopers booked him with that charge, as well as with battery of a police officer, simple criminal damage and obscenity after his arrest at 12:46 a.m. Sunday near the corner of Bourbon and Toulouse streets.
According to his arrest report, state police Lt. John Gardner and Sgt. Paul Chamorro spotted Martinez as he stood urinating on the exterior wall of a business near the intersection. The report said Chamorro commanded Martinez to stop, but that Martinez began walking away toward Bourbon Street. When Chamorro put his hand on Martinez's shoulder, the report said, Martinez spun and "struck Sgt. Chamorro with a closed fist."
The report said, "Sgt. Chamorro attempted to subdue the suspect, at which time the suspect attempted to gouge out the trooper's eye." Police said it took Gardner firing two cartridges from his Taser before the officers were able to subdue Martinez, who is listed on his arrest register as 5-feet-6 and 150 pounds.

I feel like I've seen similar situations happen a lot. Are tasers not all that effective on certain people? I'm not talking about meth heads. Who knows what it would take to bring them down.
