7 year old electrocuted in Winnsboro

Wondering if there was a problem with the fence or preexisting condition with the child

7 year old boy has a ball go over neighbor's fence into their yard.
So boy climbs fence to get ball.
Boy is electrocuted climbing fence and falls into neighbor's yard.

Should the neighbor be held responsible for boy's death? I think he should face criminal charges & be sued by the boy's family.

So was this an electric fence or had a wire touched the fence and made it hot?

I have an electric fence to keep the deer back, but it just hurts if you touch it.

If the electric charge is higher than what the law allows then yes they should be charged.

I'm going off the assumption the fence was not faulty, but was wired to inflict serious harm to an intruder attempting to climb the fence. The neighbor wanted to shock the hell out of a potential burglar, but instead killed a kid

Touched a lot of elec fences growing up and all they would do is hurt a little. Sounds like this guy may have had some extra juice running thru his hot wire

Ahh, I'm assuming this was just a tragic accident with a properly installed regulator. If they don't have a pulsing regulator installed, then all bets are off.

I'm also assuming it was a wooden fence because the kid fell into the neighbor's yard and they searched for a while before they found him.

That would usually be a crime committed by the home owner. If it is a livestock fence properly installed them blame moves to the manufacturer, and product liability comes into play. If it was a metal fence accidently entergized by utility power lines they become responsible, several possibilities here.
