The goal is for him to be back by week 3 of the preseason. That's the expectation.
You can say either in this situation and they mean damn near the same exact thing. In other words in this instance they are synonymous.

I'd say Week 3 of the preseason means he'll be ready by opening day. There's always at least a 1-2 week delay due to our medical staff

I think he'll actually be "ready" before then. But I think week 3 of the preseason is the goal because it's the audition for the regular season, so we'll see how his foot reacts to playing on it and then taking 2 and a half weeks off (not playing in game 4 of the preseason, or just a series if it's reacting well).
It's definitely something that will likely linger all year, but he can play on it with great discomfort. It's more about managing it and how long he can fight through it.
