TLDR for the Pels is the tax is $1 million higher than expected so they get a little breathing room filling out the roster. I still wouldn't expect much more than Cole and minimums.

I still don't fully understand why it's a bad thing to be hard capped.

You can still add minimum players which is all we will do anyway...so...

These are rough back of napkin numbers because I'm not near my usual spreadsheet, but what I just calculated in the sticky thread, without this $1 million cushion a lopsided trade for Melo might be illegal if we used the BAE and remaining MLE and get hard capped. But that extra $1 million makes a difference and even if we're hard capped we should be able to complete a lopsided Melo trade if we don't have to pay more than the QO for Cole.

No. I'm just using that as an example. If they are concerned about being hard capped it's because they hope to make a lopsided trade this season.

Newb here: So do we have to pay a luxury tax on the cap amount exceeding 70M, or on the amount exceeding 83M?

$83. Once you hit the salary cap ($70) you can no longer aqcuire players with out using exceptions (loopholes) to the cap. Once you hit the tax threshold ($83) you start paying money that gets redistributed to non tax paying teams and your exceptions/ability to make roster moves is even more limited. When you're under the salary cap (have less than $70 million in salary), you can do pretty much what ever you want, sign players or trade for players without sending any other players back in return.
