Heard on the radio he's likely to opt out, can he be signed (July 1st?) since we just shipped him off?

Although Sacramento isn't waiving him, if he opts out then his contract ends and the July 1st following the end of his contract is this July, so I believe the answer is yes. He'd definitely come back if the Pels can get in the ball park of his market price and the back court wasn't too crowded. He'd be a good fall back if they have to dump Moore for Mills.

Coaching staff was not a fan so I would highly doubt it
Saw him as a low IQ player

What high IQ shooter you think can be had in free agency?
Undrafted rookie I really would like to go for is Peter Jok out of Iowa

I know you have suggested alternatives to Jrue, but any idea how comfortable management is that he will re-sign and if not, what some of their backup plans may be?

I have a massive five part series answering all those questions
As I have said many times, they want to re-sign Jrue, but starting at 20-24 in year 1. Not max
They love Mills. Literally dozens of possibilities, but I listed a ton of them in that series

Everything should start happening July 1st right?

Yes and no. Teams will start talking to players at 12:01 AM on July 1st, but there is a moratorium in place keeping any actual deals from being consumated. This year they cut it back from 10 days to 5 days IIRC, so there will be less time for drama. However, as we saw last year with DeAndre Jordan, the verbal commitments made during the moratorium aren't the same as having a guy sign on the dotted line once the moratorium is lifted.
