Draft order change I'd like to see

Everybody notices how the East is bad and the West is stout. Currently you could finish 13th in the West and not get a top 10 draft pick because all the non playoff teams in the East will have a worse record, thus having more ping pong balls.
The way to fix this? Don't go by record, go by standing. Take the 15th place teams from each conference, whichever had the worse record has the greatest odds for 1st pick, the other gets the 2nd. Then go to the 14th place teams and do the same thing. That way if you finish 13th in a dominant West, you are guaranteed in either the 5th or 6th slot.

Hey the East sucks let's make em suck even more by not giving their terrible teams good draft picks!!!

Nice idea to change it but wrong execution and motivation behind it if you ask me.
I think you change it to prevent tanking, but still help bad teams with talent help and its simple.
1) Bottom 2 teams in the standings are slotted into the 4 and 5 spot for the draft.
a) this helps prevent teams from all out tanking, and may lead to some good basketball from bad teams late.
b) everyone else goes into the lottery as it is currently comprised.
Easy Fix.

I do like the idea of not rewarding teams for tanking, but maybe just make where there number of combinations are even closer.

The lottery already does a decent job of disincentivizing the tanks jobs. Since 1985, a team that is worst or tied for worst has only gotten the 1st pick 3 times. 3rd worst seems to have gotten it most often.
