Every song mentioned so far was released AFTER "Seven & Seven Is" (with the possible exception of Dewey Cox's rage-filled rehearsal ); so my question is, what specifically sets these apart from "Seven & Seven Is" as Punk-esque?

Arthur Lee was emo, not punk.

Well Emo is a derivative of Punk (or rather post punk), so I think you are putting the cart before the horse here (nor do I think Aurthur Lee was "Emo", in the pejorative sense), but we're are talking individual songs, not musicians, albums, etc: Certainly Lennon was no punk rocker either. The song "Seven & Seven Is" is very "punk", in its length, composition, production, etc.

I love Love (Maybe the People Would Be the Times Or Between Clark and Hildale is one of my favorite songs of all time) but their lyrics are as proto-emo as it gets.

Jerry Lee Lewis was a punk before anyone even thought of the term. The Killer was way ahead of his time.

The essence and beliefs of punk all stem from an even earlier time. Sinatra gets credit for "I did it my way" in my book.
