They are hilarious. The lyrics are so absurdly stupid that they're actually enjoyable. I listen to them as a comedy act but their real fans are invested in the juggalo lifestyle. They do a great job of selling themselves as outsider music. Their live shows are great too.

They're clowns. Clowns wear make up. A juggalo is an ICP fan. The hatchet man is the logo of their record company, Psychopathic Records.

That's sort of the point of ICP. They give the genuinely poor and disaffected a sense of belonging and actually have them celebrating their status.
There's a great documentary out there on the Gathering called American Juggalo. It's here on vimeo:

It's well worth the time to watch it from an entertainment perspective but also if you're into sociology and subcultures. It's like the jamband scene.. with more huffing and meth.
