Probably won't be able to stop at just 10.
Also, all originals, not any shitty reboots or remakes.
Teenage Mutant Ninja Turtles
Transformers
X-Men: The Animated Series
Spider-Man: The Animated Series
Batman: The Animated Series
Rugrats
Rocko's Modern Life
Doug
Ren and Stimpy
Swat Kats
Darkwing Duck
Duck Tales
Captain Planet
Gargoyles
Teen Titans
Freakazoid
Animaniacs
Garfield and Friends
2 Stupid Dogs
Dexter's Lab
Gundam Wing
DBZ
Hey Arnold
Rocket Power
Age: 29
I'm sure I'm forgetting some of my favorites.

1. Batman: The Animated Series
2. GI Joe
3. Duck Tales
4. Thundercats
5. Darkwing Duck
6. Voltron
7. Teenage Mutant Ninja Turtles
8. Animaniacs
9. Gargoyles

Honorable Mentions: Captain N, Tiny Toon Adventures, Johnny Quest, South Park, Futurama, Transformers, Simpsons, Looney Tunes, Wacky Races, Chip and Dale, Dinosaucers, MASK, He-Man, Pirates of Dark Water, Garfield and Friends, X-Men, Ren and Stimpy, Beetlejuice, Ghostbusters, Captain Planet, Rugrats, etc.... And I'm probably forgetting a bunch more.
I don't consider South Park, SImpsons, and Futurama "cartoons" more like animated series. I'd probably drop something and add both Futurama and South if they are.
In any case, I was clearly a kid of the 80s and 90s, which to me was perfect. We had all of the classics: Looney Tunes, Rocky and Bullwinkle, Wacky Races, mixed with the Japanese imported 80s fair: GI Joe, Voltron, Transformers, etc., and the 90s renaissance of Disney and Warner Television Shows, which means we see the awesome trio of Duck Tales, Tail Spin, and Rescue Rangers, as well as the Tiny Toon/Animaniacs run which was kind of brilliant.
We also had the new more serial shows like Batman TAS, Gargoyles, and Pirates and Dark Water that were more literary in approach.
(Add to that we were teens when South Park, Simpsons, Futurama, King of the Hill, etc. blew up and yeah, super lucky).
Kids will never have that wide range of quality television entertainment again.
Anyone from about 30-35 grew up in a time pretty much unique for kid entertainment.
