Was Luke Skywalker the greatest of all Jedi?

By Return of the Jedi we are confronted with a Luke who is very confident and comfortable in regards to his power. The final duel featured the most feared of all Sith just getting pummeled by the angry Luke. Then, at the moment where he is at his most vulnerable, he refuses the power the Emperor offers him in favor of the humble lifestyle of the Jedi.
Granted the Expanded Universe and prequel trilogy introduced us to seemingly greater and more powerful Jedi, but it was Luke who destroyed the Sith once and for all.

As I understand it, Kylo Ren can't be a Sith because the line of Master-Apprentice was broken when the Emperor and Vader died. Would he not be an acolyte of the Dark Side rather than a true Sith Lord?

1. Yoda - Greatest Force User
2. Mace Windu - Most skilled with the saber. He beat the Emperor and was only killed because of a traitor (the emperor lost, he did not give in. Mace is pretty awesome)
3. Anakin - Had the most potential, never fulfilled it, but did fulfill the prophecy
4. Obi Wan - One can say everything was Obi's fault. Still my favorite Jedi
5. Luke - Meh. He gets beat in his two big matchups. He's better than most, but not great
I mean we could rank Maul and Dooku as well. Dooku probably above Luke. Maul below.
