I'd be willing to bet they horizontal flipped that second bit of film so it appeared he was walking onscreen and not off for aesthetic effect... completely forgetting about the tattoo situation. I doubt it was a makeup artist's fault.

Didn't the driver have a point blank shot at Michionne and just fire into the ground around her as well, missing her on purpose? That's why I thought it could be Andrea but realize that it isn't due to what we saw earlier.

Same, obviously wasn't Andrea... the Governor lied to her about not wanting to attack the prison group, and then had the Doc and others cover up where he went.
Bow & arrow chick was killed (at least that's what it seemed) plus she was incompetent... so I have no clue.

I think the bread truck driver was blonde FWIW (I know it's likely not Andrea).
Also, Gov shoots right-handed, but lost his right eye. So he was aiming with his left eye (when he actually aimed). Makes his headshot on Axel a little ridiculous, but no wonder he wasn't hitting shite...that's not easy to do.
Also loved how Rick and Herschel basically took cover by laying down in some almost wide-open grass.

This obviously...no way both the makeup folks and the actor have sat and put this on dozens of times at this point only to forget which side it goes on.
