One of the kids who was at the fence with Carl. At least, that's my wife's guess. Could be a correct angle. Kids always like to feed their "pets".

He's paying him back for Rick's "lectures" back on the farm. Remember Herschel? "Don't lecture me on what to do with my family! You people are like a plague!" Not really....but turnabout is fair play.

Interesting tie in, Merle was Todd and Uncle Jack's connection to the Atlanta market hence Merle having Blue Sky in his saddlebag. All being white supremacists and all. Its a cool way to connect the Breaking Bad/Walking Dead universes in just a small way.
