I think so, but I think you can also set it to english dub with Japanese soundtrack behind it.

Yes, they have 3 audio tracks (Japanese, English with Japanese music, English with the Faulconer music).

What exactly is it about the dragon boxes that make them considered the "official" collection? Do they just have the Japanese version and subtitles?

The best transfer and they kept it in 4x3. It only has 2 audio tracks though (Japanese, English with Japanese music).
