No, it's not. Well, other than it's nice the Oscars recognize that movies are made by non-Americans. But I don't think it really means anything.
But man, Hooper winning over Aronofsky, Fincher, Russell, and Coen is a f'n travesty. It was ridiculous at the time, and looks worse five years later.
