Chappelle's Show can certainly be argued as such, and it's easily one of the most consistently funny ones for sure.
In Living Color was definitely solid too, but it did have a lot of misses. As much as I loved CS, I think one of the best things to happen to it is getting cut short. That way there was no "dragging out for too many years" or "getting stale" affect. It had the benefit of going out on top after 2 years (plus a few sketches). I mean shite, even some of the S3 sketches, where they didn't really have them finished or completely thought out, were really fricking hilarious.
I think historically, the answer has to perhaps be SNL, mainly for longevity and its place in pop culture. But Chappelle is definitely in the conversation IMO.

I'd put Chappelle up there, since he had such a short run and didn't have time to suck.
