I have just seen a couple promos for it. Found this on wiki:

I've thought about this premise. You know there have to be people out there like this, going about their business, waiting for a call that never came. Will any of them ever out themselves, or will they take the secret to their graves?

Really? The commercials have only made me think this show will be terrible. I'm going to give it a fair shot though, because the premise sounds very interesting.

I don't believe it is copying any other show as this was something the Soviets actually did during the Cold War.

Sounds alot like the book Charm School by Nelson DeMille. I highly suggest reading it.
