This is a good article on deregulation that allowed various cartoon shows to sprout up in the 80s whose sole purpose was to sell toys.

If a parent can't tell their kid no then it's the parent's fault and not the advertisers.

Reagan may have done the deregulation, but merchandising of toys tying into everything began with the beloved classic Star Wars franchise. Everyone saw the mint that Lucas was bringing in from the merchandise and wanted to do the same.
