yeah i'd love to see the writer's opinions on SNL and skits that mock conservative people/ideas or Trump

She throws in that the audience is mostly young white males as if that’s evidence that the show is racist

Her argument is literally South Park bullied minorities (apparently she missed a bunch of episodes, you know like when the Gingers took over the world or the multitude of handicap episodes) and somehow that helped prime people to vote for Donald Trump.
So, she's aware that the show used Mr. Garrison (a gay, double transsexual) and Caitlyn Jenner as proxies for Trump and Pence and had the platform be - build a wall with Canada, with the campaign slogan (referencing immigrants):
frick Them All To Death!
And she says ignorant, uninformed shite like this?
Good to know.

Hopefully, she steered clear of tolerant, progressive filmmaker Harvey Weinstein back then.
What? Too soon?

First off, its not.
Secondly, I think their satire misses a lot of the time because they lack a coherent worldview other than "make fun of everything." That's great for comedy, and I think South Park is a funny show, but it's terrible for politics. It's essentially nihilism. If you're taking political cues from nihilists, that's you're own damn fault. I think Trey and Matt are afraid to have actual opinions and they dress up their political cowardice as somehow noble. (Or when they do take political stances, they are cheap and easy).
Finally, the show is still funny. And that's what matters.

Operation Human Shield
clearly racist commentary
also the "question section" is hilarious in the writer's ignorance of her "side"
gee, maybe the crazy PC/SJW types...gained power
also she's literally writing a short essay showing how progressives lack a sense of humor, which is ironic considering that paradigm is exactly why South Park has been successful in its "don't give a frick" attitude towards social issues
this is the whole "the counter culture rejects the oppressive power in society" meme and they STILL can't see that they're the ones being oppressive and THEY are the targets of this comedy and these movements for that reason. she's lamenting "comedy didn't used to be this way" while failing to understand that it's doing what it's always done.
SFPism: just because you act like you're trying to help people oppressed by the man doesn't mean you haven't become the man yourself

But for much of comedy’s history, satire in particular was meant to be used against those in power. What happened? How did it get turned around?

No, nothing comes close
South Park hasn’t made me laugh out of pure shock in over a decade except for the stick of truth but that movie still makes me keel over

I don't think people like this have any clue what the word satire means

It’s “no. I don’t listen to hip-hop”
It’s an important word

It's not in the script on the South Park wikia. I'm not going to argue with you about it, though.

You will argue with me
