It's a masterpiece, Steve - I don't know what to tell you. Leone is almost the "perfect" filmmaker for the era - he had poor English skills, so he HAD to tell the story with images. He was brilliant and took everything learned about the visual aspect of filmmaking to date and incorporated it in a very organic way. His films live and breathe.
Now - is OUATITW as good or better than TGTBATU - (the best Leone/Eastwood collaboration, both IMHO and by consensus)? I don't think so. For that matter, if Josey Wales is truly a western film (and I think it is, some argue it is an anti-war film) - I think that's the best film of the genre - and Eastwood's best film.

Great movie. This is part of a trilogy with Once upon a time in America, which is an amazing mafia movie. Also Once upon a time...the Revolution, which ive never seen but it sounds like it has potential.
