Haven't seen them all, but here are some that came to mind.
1. Lex Luthor in BvS
2. Mr. Freeze (Arnold Schwartzenegger)
3. Apocalypse

Lex wins just for the jolly rancher scene. The rest is shite gravy on a pile of shite potatoes.

Every single MCU villain, save maybe Loki.

I know it's the cool thing on this board to rip Marvel movie villains but none of them come anywhere close to being as lame as the evil make up manufacturer Sharon Stone in Catwoman.

Catwoman is unwatchable, but if we're going to go to bad corporate villains, that's Marvel Studio's specialty.

What coward downvoted me for Lex. Come out into the open and let us know which one of you has pure shite for taste.
Eisenberg is easily the least likable version of Lex ever and I am not sure he will ever be topped. He went with a Joker version of Lex which was horrible. The Hackman version was more true to the comic than Eisenberg.

Malekith was so bad that I sometimes forget he's the main villain of the movie. He just seems so unimportant, nothing more than something to move the plot forward (which is actually a huge problem of several Marvel movies).
The one saving grace for the piss poor Marvel villains, is the fact that Marvel does not have their top 3 villains because of rights issues (Dr. Doom, Magneto, and Norman Osborn). They have Loki and he's been the only really good one. We haven't seen Thanos yet to know if he will be any good. But if comic book fans are serious, the general public does not care about Baron Zemo, Whiplash, the Winter Soldier, or most other B rated baddies they tote out.
Ultron and Red Skull are the two big names they screwed up. Interviews from Joss make me feel like Disney got scared to let Ultron be Ultron. Hense why the only place that took damage was random made up European country.
DC on the other hand has screwed up both of their big stars (Joker and Lex). They tried to go away from traditional representations of the characters and bombed badly.
Other studios have just been terrible with their villains as well. Sony has messed up Venom & Green Goblin. Fox has messed up Apocalypse, Doom, and Galactus.
If we are going worst in a movie, my vote goes to Doom from FF4. That was the worst ever comic book movie (yes, worse than BvS) and Doom was just so terrible.

It's tough for me to say, because Avengers is pretty much my #1 comic film and I'm really fond of spouting off about how "great villains make great stories" - but, Loki is pretty lame in that film.
There, I said it.
