In the US, the terms are interchangeable
That's where I live.
The term "film" is commonly applied to movies of an artistic or educational nature not expected to have broad, commercial appeal.
In other words, the pretentious, self-important ones. That description immediately made me think of Terrence Malick, whose movies I uniformly dislike. [Disclaimer - I haven't seen The Thin Red Line.]
ETA: I consider artistic movies, movies - just like all the others.
