You realize that Beyoncé is arguably the most popular female entertainer over the last 20 years?
Her peak wasn't as high as Taylor swift, Katy perry or Britney Spears but she's been relevant since like 1997 and never went through a down period like Britney did for a while.

Give me Alicia Keys & Mary J Blige(R&B) over Beyoncé any day of the week artistically and in feeling them intrinsically to their songs. And Alison Goldfrapp(Pop/Dance) too.
Then again, maybe I'm just biased because Jay Z puked all over Bobby Blue Bland's classic "Aint No Love"..but at least he has great taste in beauty and in classic tunes to sample/boost.

She's probably bigger than Swift, Perry, or Spears because she appeals to adults, who have purchasing power. Spears is from a different era when people still bought records, so its not a straight comparison, but Spears definitely sold more. But her appeal was limited to under 25's, particularly preteen and teen girls. Beyonce has a much wider spectrum of appeal.
You can make a good faith argument she is the most popular pop star of the past 20 years. It's either her or Taylor Swift, who also has expanded her audience to adults recently.
HBO would be stupid not to want her short film which, not incidentally, was incredibly well-made. It was a legit film.
