Harvey Dent, Gotham's White Knight?

Just rewatched The Dark Knight, if Harvey Dent is the hero Gotham needs why does Batman choose to save Rachel instead of him? I thought Batman was about doing what was right for Gotham, so I dont understand this part.

It was a fundamental conflict between Batman philosophy and Bruce Wayne's personal desires - the embodiment of an "idea" versus a mere vigilante.

Batman was going after Rachel. But the Joker lied and did the bait and switch on him. Ergo, he saved Dent on "accident".
Also, didn't see someone explained it
