Roth wanted to kill Michael in the hopes that Fredo would take over as Don so that there would be a more compliant Corleone for the Havana negotiations.

Yeah, Fredo would have been easily manipulated or maybe even eliminated. It didn't help that Michael killed Moe Green. Roth operated like he was going to rule forever.
